SERVIR-E&SA recently conducted a capacity assessment for eight institutions in Rwanda. These institutions are working with the Rwandan Government institutions and key stakeholders to develop a Land Based Decision Support Tool. The tool will build on the existing Risk atlas and other in-country information to inform specific land use and planning decision making processes.

The tool will aggregate the information required by the Rwanda Housing Authority (RHA) in relocation of populations living in high risk areas and information required by Rwanda Water and Forestry Authority (RWFA) in identification of degraded areas that require restoration (reforestation, afforestation or rehabilitation).

The participating institutions included; Rwanda Housing Authority, Rwanda Land Management and Use Authority, Ministry of Disaster Management and Refugees, Centre for GIS – University of Rwanda, Rwanda Agriculture Board, Ministry of Natural Resources, Ministry of Infrastructure, Rwanda Water and Forest Authority.

The expected output for the assessment is a baseline report to provide SERVIR-E&SA with information to support implementation of Land Based Decision Support Tool.

The assessment was facilitated by Leonard Kayonga, Director of Land Management & Spatial Planning and who is also the focal person for Land Based Decision Support Tool development.
