VACANCY ANNOUNCEMENT

 

INTRODUCTION

The Regional Centre for Mapping or Resources for Development (RCMRD), previously known as Regional Centre for Services in Surveying, Mapping and Remote Sensing (RCSSMRS) was established in Nairobi, Kenya in 1975 under the auspices of the United Nations Economic Commission for Africa. It is an intergovernmental organization and currently has 14 contracting member States, namely: Botswana, Comoros, Ethiopia, Kenya, Lesotho, Malawi, Mauritius, Namibia, Somalia, Sudan, Swaziland, Tanzania, Uganda and Zambia.

The Centre’s main mission is to promote development and use of geoinformation in Eastern and Southern Africa sub-regions for planning and managing sustainable development. The main Geoinformation technologies promoted by the Centre are Geographic Information System (GIS), Satellite Remote Sensing (SRS), Global Positioning System (GPS) and Information Technology (IT). The Centre is also vigorously involved in the promotion of the development of National Spatial Data Infrastructure (SDI) in its member states and in Africa.

Since establishment, the Centre has been instrumental in capacity building in resource survey, mapping, remote sensing, GIS and natural resources assessment and management in Africa. The Centre has also implemented numerous projects on behalf of its member States and development partners.

The Centre is desirous to fill the following positions:

  • Director General (D1)

  • Finance Officer (P1/P2)

  • Administrative and Human Resources Officer (P1/P2)

Job descriptions and requirements for the positions are as follows:

 

1. DIRECTOR GENERAL (D1)

Duties and responsibilities

The Director General shall be the Chief Executive and the accounting officer of the Centre. He/she shall, in accordance with the policies, decisions and directives of the Governing Council, have the responsibility for the organization and efficient administration of the Centre. The duties and responsibilities will include:

  • Providing the chief administrative and accounting role to the Centre;

  • Initiating and coordinating all plans and projects implemented by the Centre;

  • Guiding the institutional building activities of the Centre;

  • Interpreting the policies as set out by the GC for implementation;

  • Acting as contact person with member States, donors, other regional institutions and the host government on behalf of the Centre;

  • Coordinating the Centre’s programmes with those of other international organizations;

  • Overseeing the implementation of the Centre’s budget for the successful implementation of the Centre’s programmes;

  • Mobilizing financial resources for the Centre through contracting member States, donors and consultancy services;

  • Attending international conferences related to the Centre’s activities;

  • Marketing the Centre’s image and activities at corporate, national, regional and international levels; and

  • Acting as the Secretary to the Governing Council.

Requirements :

The ideal candidate for the post must:

  • be in possession of a PhD degree in either Geoinformation, Earth Science, Space Science or Computer Science with at least 14 years of experience and evidence of research and publication.

  • have practical experience in managing similar organisations in the private, public or civil society sectors.

  • have entrepreneurial and innovative pre-disposition, with proven track record appropriate to the vision and mission of the Centre.

  • be endowed with strong character and ability to give courageous and effective leadership.

  • be capable of inspiring the advancement of geoinformation capacity building in Africa.

  • be of a sound health, pleasant disposition, unassailable integrity and strong moral character.

  • be able to initiate and sustain partnership with national and international organisations

  • have financial management skills

Contract Duration : The Director General would be appointed for an initial period of four years, renewable for one term only (that is, an individual cannot serve as Director General for more than eight years).

 

2. Finance Officer (P1-P2)

Duties and responsibilities :

Under the guidance and supervision of the Head of the Administration and Finance Department, the incumbent will carry out the following functions:

  • Maintain financial and accounting controls;

  • Management accounting and reporting;

  • Budgeting and budgetary control;

  • Cash flow management, including forecasts;

  • Debtors’ and creditors’ management;

  • Investment management;

  • Supervision of staff in the Section;

  • Coordinate the procurement process;

  • Financial advisor to the Director General and the management of the Centre; and

  • Any other duties that may be assigned by the Head of the Administration and Finance Department.

Requirements:

The ideal candidate must:

  • have at least a degree in Commerce or Accountancy (MBA or M.Com, an added advantage);

  • have full professional qualification in accountancy, e.g., CPA Part III, ACCA Level III or Chartered Accountant (CA);

  • have at least 8 years work experience in financial accounting, management accounting and financial management at corporate level.

  • be computer literate, including working knowledge of at least two accounting packages. Marketing and administration experience, will be an added advantage.

  • be at least 35 years old.

Contract duration : Three (3) years renewable.

 3. Human Resources and Administrative Officer (P1/P2)

Duties and responsibilities

Under the guidance and supervision of the Head of Administration and Finance Department, the Human Resources Officer shall implement human resources policies and procedures and review service regulations to ensure that they are in line with the objectives of the Centre. The duties and responsibilities will include:

  • Handling all day to day personnel issues;

  • Implementing sound performance management and reward systems;

  • Coordinating staff training and development activities;

  • Identifying staff requirements for short- and long-term and advice on their cost effectiveness to the Centre’s activities;

  • Directing staff recruitment, selection and development functions of the Centre;

  • Implementing human resource practices and procedures including salary administration;

  • Promoting good industrial relations;

  • Developing and administering staff welfare facilities;

  • Handling all administrative issues – i.e. security, insurance of assets, maintenance of physical facilities and infrastructure

  • Any other duties that may be assigned by the Head of the Administration and Finance Department.

Requirements:

  • University degree in Public/Business Administration degree with a bias in Human Resources Management (MBA would be an added advantage).

  • At least 5 years work experience in human resources management and administration at corporate level.

 

Contract duration : Three (3) years renewable.

Remuneration

Salary Scale : The salaries for all the above positions are consolidated and are in the range of:

D1 - US$ 60,786 p.a fixed

P1/P2 - US$ 20,378 – US$ 37,718 p.a. Entry point will be determined by qualifications and experience

Benefits: These include contributory provident fund with both parties contributing 7% of monthly basic salary towards the fund, 10% gratuity of annual basic salary based on successful completion of the contract and a staff contributory group medical scheme to a maximum of five (5) family members (including three children up to the age of 18 years). Leave: 28 - 32 days per complete year of service.
