Project 6: Training in Geo-spatial information

ITEM DESCRIPTION
Introduction Rapid and accurate means of data gathering are increasingly becoming necessary due to increased need for information for planning of Natural Resources and Environmental Management.  With the advent of the new tools of Remote Sensing and Geographical Information system, data collection and updating has become an absolutely necessary for Resource Managers and Environmental planners.  Such new tools require trained personnel to provide for the needed information through modern technology. The Centre as a leading institution in these technologies must expand its human resources capacity as a precursor for enhancing human capacity in the region.
Objectives The overall aim of the training programme is to increase the capacity of those handling Remote Sensing and Geographical Information System as applicable to Natural Resources and Environment within the Eastern, Central and Southern Africa sub-regions.  Specifically, the training programme will: introduce participants to concepts, principles and applications of remote sensing and GIS; train participants in the use of remote sensing and GIS to Natural Resources assessment; and introduce remote sensing technology to teachers and education managers so that it can be introduced in schools and universities where the technologies have not been significantly established in Africa.
Justification There have been rapid advancements in natural resources and environment management technologies (what is commonly known as geo-spatial technologies). Therefore a capacity has to be developed to handle the many resources issues using modern tools of Remote Sensing and GIS.  Regional approaches to handling these problems will be preferred for adequate provision of the necessary planning data. 
Target Beneficiaries The Centre plans to train at least two of its members of staff at advanced levels as a means of enhancing the technologies of Remote Sensing and GIS in its member States. The programme aims to train 80 participants from Eastern, Central and Southern Africa sub-regions.
Inputs Satellite Imagery, Aerial Photography, Thematic Maps, Computers and relevant software and accompanying hardware, other data derived from other sources.
Outputs Trained personnel, Maps and Reports
Evaluation Check on numbers trained in every country and at the Centre, Assess out-comes from popular courses conducted at the Centre.
Budget The project is earmarked to cost US$304,000 during the four-year plan period (US$80,000 to be spent directly by the Centre on its staff development whereas US$224,000 to be spent on capacity building of the member State personnel).
Risks/Assumptions Limited funding, limited human resource capacities, the technologies not easily adopted
