Introduction |
The need for data
is alarmingly on the increase in Africa. Data sources,
data standards, data formats, etc have, however, remained
obscure. During 1994/95 RCMRD, in collaborated with UNEP
to establish a GRID-Compatible data Centre known as GRID-Kasarani.
The duration of the project was, however, too short hence
the collaboration ended before the objectives were met.
However, the need for Meta-data for decision-making remains
high. The Centre has, therefore, set among its goals,
to play a significant role in developing meta-data and
disseminating it to national and international organizations
for great environmental awareness, conservation and management. |

Objectives |
Overall objective
is to establish an operational GRID-Compatible data management
capacity to support UNEP's on-going programmes and other
data users. Other objectives are to develop capacity
for Africa; increase data management capabilities; enhance
environmental services support to users of African data;
and be a project service for UNEP for the rest of Africa. |

Justification |
The need for data
is alarmingly on the increase in Africa. Data sources,
data standards, data formats, etc have, however, remained
obscure. UNEP-GRID remains a major centre serving the
global community whose impact to Africa is limited. Use
of meta-data can easily be incorporated with training
at the Centre. The Centre will strengthen UNEP's data
acquisition through GIS. Given its wide operation spatial
base, the Centre intends to become one of the institutions
to be linked to GRID-Global network. |

Target Beneficiaries |
UNEP-Grid, entire
community of African data users, local and international
institutions and governments for decision-making. |

Inputs |
Skilled manpower
with a coordinator and support staff. Hardware and software,
communication and transport network, operating expenses
and access expenses. |

Outputs |
Databases of the
African continent, trained manpower, established centre,
programme reports, continuous database development and
utilization. |

Verification/ Evaluation |
Centre connected
to UNEP-GRID, increased capacity through training, information
technology, established and programme reports. |
|
Budget/ Funding |
During the plan
period the project is estimated to cost US$250,000 with
an initial in put of US$100,000 due to purchases of high
tech equipment and facilities and thereafter an annual
budget of US$50,000. Centre plans to make available US$50,000
most of it in kind. The Centre is seeking a development
partner (donor). |
