4: Creation of Digital Data Bases for Urban Planning and

Introduction |
Computer Aided
Design (CAD) is increasingly being used both in Town and
Engineering design. This is for use in urban planning
and development. At present Town planners use enlarged
analogue maps, which they obtain from mapping institutions.
These maps are usually out of date and are not very reliable
for settlement design. Using modern digital mapping techniques,
an on line source of digital maps could be made available
from the Mapping office to the Town planners or urban
engineers. |

Objectives |
The main objective
of this project is to address the growing need of digital
databases and digital maps, which are needed by Town and
Municipal settlement planners. Traditionally the planners
depended on surveyors as their source of analogue or hard
copy maps. The increasing application of CAD, means that
these maps are no longer needed. Unless surveyors move
fast and fill this need, other none professional computer
experts will fill the role. Through this proposed project,
user friendly Digital Data Bases, LIS and GIS will be
developed for use in Urban Planning and Development. A
training program for professional and technical experts
will developed for Surveying, mapping and planning officers,
for initially for Namibia and latter for other member
states. A continuous urban map revision programme will
be developed. |

Justification |
The rapid growth
in the urban populations and developments in application
of CAD in settlement planning require that accurate and
timely data be available as when it is needed. Traditional
analogue maps cannot satisfy meet this requirements. As
traditional source of planning data, surveyors and Cartographers
must endeavour to satisfy this demand through development
of digital data and maps. An old and out dated map is
of no use to any one. Data acquired by satellites is becoming
affordable and its increasing high resolution is making
it usable for map revision. This source combined with
other digital data acquisition methods will help I maintaining
an up to date and accurate Digital Data Bases for urban
areas. Further the use of GIS and other computer techniques
has simplified data manipulation and application for map
production through digital mapping applications. Also
the speed at which maps can be produced digitally is very
high and makes this technique very justifiable to the
financiers and decision makers. Added to this advantage
is the continuous and timely availability of satellite
data, which means that we can now update the maps much
more frequently and accurately. |

Target beneficiaries |
The target beneficiaries
of this proposed project is first professionals and technical
officers if surveying, mapping and planning professions
in Arusha in Tanzania and Addis Ababa in Ethiopia. Also
professionals and technicians at the Centre will benefit
from the developed training programme. Later similar experts
from the other member states will also benefit. The RCMRD
and the two member states will benefit from the developed
training capacity Finally the townships to be involved
in this project and their people will benefit from the
increased speed of production of up to date settlement
planning and decision making data. |

Inputs |
The inputs for
this project are: Satellite data, computer Technology (hard/software), existing maps (hard/soft), trainers,
cartographers and land surveyors to be trained and funds. |

Outputs |
The out puts will
include trained RCMRD cartographers/land surveyors and
IT experts, trained nationals in town planning, surveying
and cartography, large scale digital maps and Digital
Data Bases. Pilot settlement Plans for the two towns.

Evaluation |
Trained manpower
at the RCMRD, trained national experts, developed Digital
data Bases, successful and up to date settlement plans,
satisfied decision makers and municipal planners. Questionnaire
will be used to evaluate the success of the project. |

Budget |
A budget will
be prepared for the acquisition of satellite data, hard/software,
training of experts at the Centre and nationals of the
two selected towns. The funding will come from donors
and partly from Ethiopia Tanzania and the RCMRD. Total
project Budget is US$ 100 000 |
