Project 3: Map Revision Using High Resolution Satellite Data

Introduction To keep the national map series up to date, they normally require periodic revision. Traditionally this was done periodically by carrying out aerial photography for the area that is due for revision. For most of the countries, this frequent revision of maps is now not done. The reason is that aerial photography is very expensive. Also for governments faced with difficult economic situations, map revision is no longer a priority. However this situation is not helpful, for outdated maps are useless. A map is supposed to reflect what is on the ground and an outdated map is not meeting this requirement, especially I this era of rapid changes due to development. This means for the maps to remain useful a new approach for their updating must be found. This where high- resolution satellite data becomes very useful. Current and almost timely satellite data can be obtained at very reasonable cost. It is also available in digital, hardcopy of photographic forms. Using modern technology this useful data can easily be used for map revision.
Objectives The main objective of this project is to develop a facility via which all the member states will be able to revise their maps and so justify the need for financing map production. When the only available maps are out of date, stakeholders do not see the need for spending large sums of funds on mapping programmes. In this project, the main objectives will be to acquire the map routines available in the developed countries, acquire the necessary hardware and software and train cartographers in the use of these systems. The next stage will be the acquisition of satellite data in all the necessary forms, that is digital, film and hard copy. A pilot project will then be carried out for Namibia. Following the successful implementation of this pilot project, the experience and techniques developed will be adopted in other member states.
Justification An old and out dated map is of no use to any one. This is because a map is supposed to be a representation of what is actually on the ground. This then means the Map can be used as a source of information for planning and decision- making. Since aerial photography as a source of data for map revision is very expensive and beyond the means of most countries in the region, another methods for map revision must be adopted for maps to remain relevant in the development process. Data acquired by satellites is becoming affordable and its increasing high resolution is making it usable for map revision. Further the use of GIS and other computer techniques has simplified data manipulation and application for map production through digital mapping applications. Also the speed at which maps can be produced digitally is very high and makes this technique very justifiable to the financiers and decision makers. Added to this advantage is the continuous and timely availability of satellite data, which means that we can now update the maps much more frequently and accurately. Also the adaptation of digital mapping by our cartographers will reinvent them and provide new employment for the otherwise endangered profession.
Target beneficiaries The target beneficiaries of this proposed project is first Namibia, followed by the remaining member states. In addition to this the Centre and other development partners will have up to date maps and spatial data for project planning and implementation. Decision makers and planners in our region will also have current spatial data and geo-information for sustainable development and management of the environment. Finally the output of this project will assisting justifying the relevancy of the mapping process, as a an in put in the planning and decision making process. As it stands now, the mapmaker has become irrelevant as other people can produce maps without reference to the cartographer.
Inputs The inputs for this project are: Satellite data, computer Technology  (hard/software), existing maps (hard/soft), trainers, cartographers and land surveyors to be trained and funds.
Outputs The out puts will include trained cartographers/land surveyors and IT experts, satellite data (hard/ soft/film), revised maps(hard/soft )copies
Evaluation Available satellite data, revised maps, trained experts, acquired hardware/software, developed map revision routines.
Budget A budget will be prepared for the acquisition of satellite data, hard/software, pilot map revision project implementation, and training. The funding will partially come from the Centre, Namibia and a donor. Approximate budget will be about US$ 50 000.
