Introduction |
Land management
and development in most of the Centre’s member states
suffer from insufficient and inaccurate geospatial
databases. This problem , is made worse by the existing
outdated Land Survey; and Land Laws. In this project,
the Centre will assist the member states in their
effort to reform the Land management systems, so as
to speed Land distribution and Registration for sustainable
development.

Objectives |
The main objective
of the project is to assist in speeding up land demarcation,
distribution and mapping for sustainable development.
It will also increase the Centre’s capacity to support
land reform in its member states, through a strong
capacity to provide accurate and up to date geospatial
data. It will also enable he Centre to provide qualitative
and quantitative advisory services to the subregion.
This will include training and advisory services in
map revision, using digital satellite data.

Justification |
The existing
land surveying and mapping techniques I use in most
of the countries of our subregion are out dated ,
slow and inaccurate. Currently there is a great demand
for timely and accurate geospatial data to meet the
demands of planning and decision makers in each country. Each country has therefore to be prepared to acquire
and apply new appropriate technology, such as GPS
and Total Stations for use in their land surveying
activities. Further on, the on going Land Reform in
each country, must be based on up to date and accurate
geoinformation. This will result in efficient and
workable land management systems, which will contribute
to improved food production, good land husbandry and
good management of the environment, as part of sustainable
development. In addition to all this, the Centre will
generate income from the consultancy services and
this will contribute to its self- sustainability.

Target beneficiaries |
The target beneficiaries
of this proposed project is the Member States through
the resulting efficient, rapid and modern Land Reform
programmes. They will also generate up to date and
accurate maps for use in sustainable development planning.
The Centre will also benefit through the increased
capacity to implement its advisory role mandate and
the income generated through the consultancy projects.
The nationals from the member states will benefit
through the developed training programme.

Inputs |
The inputs for
this project will include: experts at the Centre and
in the subregion to support the project activities,
3GPS receivers, 2 PCs and sift ware for data processing,
Funds to acquire the equipment and run the pilot project
activities, satellite data, both digital and hard
copy and maps for map revision. Nationals to be trained
and take part in the project activities.

Outputs |
The out puts
will include: Trained nationals, good land reform
programmes, efficient land Management systems, revised
and up to date maps, increased revenue at the Centre,
Modern land surveying equipment Increased agricultural
production in rural areas More development and wealth
in rural areas.

Evaluation |
The project
will be evaluated through, good and efficient land
reform activities, number of trained nationals, n
umber of issued title Certificates, revenue made by
the Centre, number of revised maps, pieces of new
equipment acquired and in use
|
|
Budget |
A budget will
be prepared for fieldwork in each country. Funds will
also be required for equipment acquisition, training
and purchase of satellite data. Total input is about
US$ 100 000.
