Introduction |
Regional Centre
believes education and training are keys to every successful
GIS implementation and understand the challenges of getting
and keeping workforce skills and knowledge up-to-date.
The Centre also realizes that every organization has a
unique collection of learners with a variety of learning
styles and educational needs. As a result, Regional Centre
educational products cover a variety of topics related
to geographic information science, GIS applications, and
GIS technology and employ a variety of delivery methods.
Regional Centre education solutions are scalable and match
instructor-led training. Development of geo-spatial information
in Africa is a matter of priority. This is because countries
are faced with a lot of problems related to scarcity of
resources, conflicting land uses, environmental degradation
and regular shortage of food due to increased human population
alone. Availability of data is always the immediate problem
at hand. To sensitise the decision makers on the need
to operationalize the development of geo-spatial information
system as a means of countering the negative and devastating
environmental phenomena is necessary to be addressed in
form of training to decision makers. |

Objectives |
The overall objective
is to introduce participants to remote sensing as a geo-spatial
database source; and GIS as a geo-spatial database management
tool. The Project will specifically create awareness
to the participants on how to start establishing their
own databases for their own organisations; and enhance
the skills of the participants in geo-spatial database
development and management. |

Justification |
Data collection
in Africa goes on in most cases un-coordinated. Sectoral
planning goes on without reference to sister departments
undertaking similar missions. Normally the planners are
the first to blame when such issues take place. This training
programme will help in bridging the knowledge gap between
the technical word and the decision makers. |

Target beneficiaries |
The target beneficiaries
are the decision makers from within the member states
of the Regional Centre. |

Inputs |
Topographic and
thematic maps, remote sensing data, hardware and software
and skilled manpower. |

Outputs |
Outputs are development
of digital constituency maps and associated databases,
production of an electoral atlas both on hard copy and
CD-ROM, development of electoral database management system,
maps and reports. |

Budget |
The project is
estimated to cost US$40,000 during one year of the plan
period. |

Risks/ Assumptions |
The project will
be undertaken with assumption that funds are available.
It is hoped that the right targets for the training will
be availed for the training. These are mainly decision
makers together with their immediate technical advisors.
