Trans-boundary Natural Resources Mapping (water and
other Natural resources) in the Greater Horn of Africa (NAREM-GHA)

Introduction |
It has been identified
that although the African continent is one of the potentially
rich continents in the world, the continent remains fragile
with perpetual poverty due to several factors. Among the
factors identified include deterioration of ecosystems
with 25% of dry lands in Africa carrying degraded soils;
10% of soils in the humid parts of Africa being susceptible
to deterioration; and the fast growing human population.
Other factors are poor political and economic management
that increases poverty and have resulted in precarious
political and economic environments. Because no adequate
surveying and assessment of existing natural resources
has been done, particularly with regard to trans-boundary
natural resources (water and other natural resources),
a good knowledge of natural resources and environmental
conditions as well as regular monitoring of the same are
needed in order to turn things round. This proposed project
aims at carrying out a thorough inventory and if possible
put in place a regular monitoring system for the trans-boundary
resources in the Greater Horn of Africa (GHA). The project
will apply various data types among them remote sensing
and GIS with an aim of using the most cost-effective data
available. |

Objectives |
The overall objective
is to identify and quantify the trans-boundary natural
resources in the Greater Horn of Africa and suggest the
best ways and means to maximize the utilization of the
same for the betterment of the well-being of the communities
living in the sub-region and to reduce the rampant poverty.
Among the specific objectives are: to acquire and use
remote sensing data and other data sources to map and
quantify the trans-boundary natural resources (water and
other natural resources) in the GHA, create databases
that can regularly be updated and used in the management
of the trans-boundary natural resources; suggest and setup
a mechanism for regular assessment and monitoring of trans-boundary
resources in the region; enhance collaboration between
national and regional institutions/organizations for rational
utilization of the trans-boundary natural resources in
eastern Africa. |

Justification |
The African continent
is described as one of the potentially but fragile due
to several factors among them deterioration of ecosystems
and fast growing human population. Other factors are poor
political and economic management that has increased poverty
and resulted in precarious political and economic environments.
In order to turn things round, a good knowledge of natural
resources and environmental conditions as well as regular
monitoring of the same are needed. Similarly, greater
proportions of the Greater Horn of Africa are either semi-arid
or arid (ASAL), at least 60%. These dry lands experience
very dynamic environments as a result of human activities
or natural processes. These changes require regular measuring,
monitoring and mapping (in both magnitude and direction)
so that the changes can be segregated according to the
various causes in order to define management strategies. |

The target beneficiaries
are the national governments in the eastern Africa sub-region,
as well as national and international institutions (governmental
and non-governmental) |

personnel, developed capacity in the management of natural
resources and natural resource scientists, databases,
networks, maps and reports. |

Budget |
The project is
estimated to cost US$3,032,867.3 during three years of
the plan period. |
|
Risks/ Assumptions |
The project assumes
availability of satellite data in good quality and that
new or recent satellite data can be acquired with minimum
constraints, exploitation of diplomatic conditions of
both RCMRD and IGAD, active participation of national
organizations as well as availability of skilled manpower.
A donor will be found to finance the project. |
