DESCRIPTION
|

Introduction |
It has been realised
that no sustainable economic development can be achieved
without adequate and reliable information. Development
of Geo-spatial databases and management of natural resources
have become an important prerequisite for meaningful socio-development
and management. Increased human population, particularly
in Africa, has resulted in increased demand for goods
and services leading to massive exploitation of resources
beyond manageable levels. During the preceding plan period,
the Centre embarked on the development of basic databases
necessary for sustainable economic development in its
member State. Such data should provide information on
available resources for prudent decisions and management.
The Centre will work very closely with IGAD in
order to develop sufficient databases and up to date geo
spatial data infrastructures. |

Objectives |
To bridge the
gap of basic geo-spatial data infrastructure in the sub-region
from both existing sectoral disaggregated data sets and
from new input developments. It will also establish hardware
and software in the region, develop networks and train
personnel to enhance capacity and capabilities. |

Justification |
Sectoral-geo spatial
databases exist in the countries of eastern Africa but
are not harmonized nor are they compatible due to the
data’s existence in different formats. Lack of structured
and geo-referenced databases is a main concern. It makes
it impossible to exchange geo-spatial information. So
the development of the networks for these databases will
enhance the ability of member States to exchange data
and information and be able to make suitable decisions
for sustainable development. |

Target beneficiaries |
The target beneficiaries
are the national governments of the eastern Africa sub-region.
Also the national and international institutions will
benefit from the databases network. Individuals
and private sector will benefit from the project’s results. |

Inputs |
Topographic and
thematic maps, remote sensing data, socio-economic datasets,
hardware and software and consultancy, skilled manpower
|

Outputs |
Outputs are trained
personnel, developed capacity at the Centre and in member
States, databases, networks, maps and reports. |
|
Evaluation |
There will be
national geo-spatial databases, trained personnel, socio-economic
data and operational networks. |
|
Budget |
The project is
estimated to cost, during the plan period, US$350,000
out of which the Centre will contribute US$50,000 (most
of it in kind). Development partners (donors) will be
sought to raise the difference, US$300,000. |

Risks/ Assumptions |
The sub-region
has inadequate personnel in geo-spatial information, lack
of equipment and relevant software and also lack of funds
to assist in creation of geo spatial databases as well
as limited skilled manpower. |
